A faster external drive may compensates for that. As other members posted, it is not easy to give precise advice. It all depends on your intended use and your expectations.
If you are on a tight budget you will have to make compromises. A fast external SSD will be a useful addition. This is just my suggestion.
And as Pancenter said above, you can create art within the limitations of any computer or software. Just be prepared to be "creative" in the logic pro x 8gb or 16gb free download of your tools.
